100%د. عبد المنعم مختار استاذ جامعي منذ تشكّل الدولة السودانية الحديثة، ظل الإقصاء أحد المحددات البنيوية لإدارة الخلاف السياسي، ولم يكن أداة عارضة أو ظرفية، بل أصبح جزءاً من نسق متكرر في إدارة الدولة والمجتمع. لم يُنظر إلى التنوّع بوصفه أساساً تأسيسياً يتطلّب صيغ احتواء أو تفاهمات قائمة على المشاركة الحقيقية، بل اعتُبر تهديداً ينبغي تحييده أو إخضاعه. ونتيجة لذلك، قامت الحياة السياسية على اختلالات عميقة في التمثيل والمشاركة، سرعان ما تحوّل إلى صراعات مسلحة وانقسامات بنيوية مستمرة على مستويات متعددة: محلية، إقليمية، وقطاعية. تكرّس هذا النمط عبر مراحل متعاقبة، ولم يكن حكراً على الأنظمة الشمولية، بل مارسته أيضاً حكومات وصلت إلى السلطة عبر آليات ديمقراطية، ما أدى إلى تفريغ التعددية من مضمونها، وتحويلها إلى واجهة شكلية قابلة للتلاعب أو الانقلاب عليها. ومع كل دورة إقصاء، أعيد إنتاج العنف السياسي بوصفه أداة “تصحيح” أو “استعادة” للشرعية، بدل تطوير أدوات إدارة التنوع والتسوية السلمية. كما رافق هذا الإقصاء إخضاع المجتمع المدني، وإضعاف النقابات المهنية، وتقييد حرية الإعلام، وإقصاء النخب الأكاديمية والثقافية التي قد تشكل قاعدة نقدية أو مقاومة لمشروع الهيمنة، مما خلق بيئة معادية للحوكمة الرشيدة والمؤسسات المستقلة. ولم يقف الإقصاء عند حدود الخصومة بين المعسكرات السياسية، بل امتد إلى داخل المعسكر الواحد، حيث سرعان ما تفككت التحالفات التي قامت على …
