THE PERMITTING PROCESS How do I initiate a permit application? How was the current permitting program established?  How complex is the permitting process? On what criteria are permit applications judged? How long does the application process take? If the recovery of artifacts is permitted, who owns them and what are the responsibilities of a permit holder? I would like to receive a permit to conduct intrusive research on a U.S. Navy sunken military craft located within a National Park or a National Marine Sanctuary. Who do I request permission from?
