92%عرضت الهيئة الوطنية للنزاهة والوقاية من الرشوة ومحاربتها، عبر مداخلة لرئيسها السيد محمد بنعليلو في مؤتمر الإنتربول العالمي بأبوظبي، رؤية شمولية جديدة لمواجهة الفساد في القطاع الخاص، باعتباره خللًا بنيويًا يضرب الثقة في الأسواق ويقوّض تنافسية المقاولات والاستثمار. أكدت المداخلة أن الفساد في القطاع الخاص يتجاوز الرشوة الكلاسيكية مع الإدارة، ليشمل تضارب المصالح، واستغلال النفوذ الاقتصادي، والاحتكار، والممارسات المنافية للمنافسة الحرة، بما يسبب خسائر كبيرة للاقتصادات الوطنية. واعتبر بنعليلو أن النزاهة في قطاع الأعمال ليست مجرد قيمة أخلاقية، بل عنصرا أساسيا في التنافسية الوطنية، في مقابل كون الفساد "عطبًا مؤسسيًا في هندسة السوق". واقترحت الورقة خمس ركائز لتعزيز النزاهة في مجال الأعمال: 1. إطار معياري وطني للامتثال المقاولاتي، عملي وملائم لحجم المقاولات. 2. تحويل النزاهة إلى ميزة تنافسية عبر حوافز مثل شهادة "المقاولة النزيهة" والأفضلية في الصفقات والتمويلات. 3. حكامة وقائية قائمة على التنسيق بين هيئات الرقابة والمنافسة والضرائب والتتبع المبكر لمخاطر الفساد. 4. منصة دائمة للحوار بين القطاعين العام والخاص تجعل مكافحة الفساد شراكة اقتصادية لا مجرد رقابة. 5. ربط النزاهة بالشفافية المالية واسترداد الأموال المهربة، مع إدماج القطاع الخاص كشريك في رصد ومنع التدفقات المشبوهة. هذه الرؤية ستساهم في الانتقال من منطق "محاربة الفساد" إلى منطق "هندسة النزاهة"، وبناء "اقتصاد النزاهة" الذي تقوم فيه معايير النجاح على الكفاءة والقيمة المضافة والشفافية والثقة. رابط الملخص التركيبي للمداخلة
