Culture Forward is a $5 million grant initiative by The Svane Family Foundation supporting arts and culture projects that attract families, students, and young professionals to Downtown San Francisco. Grants are open to individual artists, collectives, and arts and culture organizations. Applications opened on January 7th, 2025, and will remain open on a rolling bases through 2027. 日系カナダ人の歴史 初期の歴史 明治時代になると日本の社会は次第に自由になり、若い人たちは外国に出かけるようになった。日本人で初めてカナダに定住した記録のある人は1877年の永野萬蔵（ながのまんぞう）である。永野以前にも日本の漁師でブリティッシュ・コロンビア州の西海岸に遭難して流れ着いた人がいたという記録がある。 その後、日本からの移民の波があり、特に若い日本人男性がカナダにおしよせた。ある者は冒険を求め、ある者は富を、またある者は制約の多い日本の家制度を逃れてカナダに来た。そして1901年までには5,000人余りの日本人がカナダで暮らしていた。 カナダに住む独身日本人男性は写真と手紙を交換して日本から花嫁を呼び寄せた。これらの「写真花嫁」は1908年からカナダに来るようになり、その数が一番多かった1913年には300人から400人に達した。カナダ政府は1885年にはすでに人頭税を導入して中国からの移民を制限しようとした。しかしこのような制限は当時の日本からの移民には適用されなかった。1905年から1907年にかけてカナダに日本から来る年間の移民数が最大になった。1907年までにカナダに住む日本人の数は18,000人に達した。 日本移民の大多数は農民または漁民であったが、商人もいた。日本移民のごく一部だけが教育程度が高い上流階級からであった。日本移民は選挙権を持てないために選挙に参加出来ず、また専門職や公務員になれなかった。 1900年にカナダ市民権を獲得したトメキチ・ホンマは選挙人名簿に登録しようとしたが拒否されたので裁判所に上訴した。日系カナダ人は専門職に就けなかったために林業、鉱業、漁業、商業に職を求めた。白人社会でアジア系移民排斥の気運が高まり1907年9月7日、大勢の怒り狂った白人の暴徒がバンクーバーのチャイナタウンをデモして商店のガラスを破り、店内に侵入して住人を怖がらせた。次に暴徒は日本人街のあったパウエル・ストリートにおしよせた。暴徒が来るのを知っていたパウエル・ストリートの日本人は暴徒と戦い、押し返したけれども、商店やビジネスは大きな被害を被った。このようなアジア系移民に対する白人カナダ人の敵意は初期の日本移民が受けた人種差別が激しくなったもので、日本移民はその後、長らくこのような経験をしなければならなかった。ブリティッシュ・コロンビア州にアジア系移民が定住するのを妨げるために連邦政府は非白人に対する人種差別な法律を幾つも作った。その一つが1908年に日本政府と結んだ協定で、これにより日本からの男子成人の移民は一年400人に制限された。女性および子供の移民制限はなかった。 1931年、第一次世界大戦に志願兵として参戦した日系カナダ人に選挙権が与えられた。日系カナダ人で参政権を得たのはこの人達だけである。 カナダ連邦政府は1941年12月8日に開戦した太平洋戦争を「日本人問題」を除去する良い機会と捉え、1942年1月8日、戦時特別法を発令して日系カナダ人から市民としての権利を剥奪し、連邦政府に無制限の権力をあたえた。また戦時特別法による連邦政府の政策に市民は裁判で争うことが出来なかった。日系カナダ人は敵性外国人と分類され「日本人を祖先に持つ人」と一括された。 幾つもの内閣条例が連邦議会で承認され、日系カナダ人の権利は次から次へと剥奪された。パールハーバー攻撃の六ヶ月前に18歳以上の日系カナダ人は指紋をとられ連邦警察に名前を登録された。日系カナダ人はすべて1949年までに身分証明証を所持することが義務付けられた。 第二次世界大戦の経験 ― 日系カナダ人の強制収容と分散 1942年2月7日に連邦政府は内閣条例第365号を発令してブリティッシュ・コロンビア州本土の西海岸から100マイル以内を「保護地区」と定めた。ブリティッシュ・コロンビア州公安委員会と連邦政府の機関にこの保護地区から日本人を祖先に持つ人をすべて排除する権限を与えた。ブリティッシュ・コロンビア州西部海岸地域の日系カナダ人はバンクーバーのヘイスティング・パークの家畜展示場に収容された。 日系カナダ人家族はばらばらにされ、男性は道路建設現場、オンタリオ州の捕虜収容所に送られた。男性で家族と一緒に残り、マニトバ州またはアルバータ州の砂糖大根農場に行ったものもいる。農場では、骨の折れる労働をして僅かな収入を得、粗末な住居で生活して、極寒の冬を過ごさねばならなかった。 強制収容所はブリティッシュ・コロンビア州の内陸部に作られた。収容所は急造の粗末な建物、テント、もと鉱山町のゴーストタウン、廃屋などで、数家族が一つ屋根の下で過酷な生活を強いられた。 あとに残された日系カナダ人の財産はトラストとして保持されるべきものだったが、1943年1月19日に連邦議会を通過した
