My research focuses on the spatial networks that link communities together, and it contributes to knowledge of the relationship between economy, environment, and development. This work is driven by underlying questions of space and place, particularly how communities improve livelihoods by using local resources and also by connecting to other places through networks. Projects have included urban agriculture and farmer’s markets in the U.S. and grassroots disaster response in the Pacific Island nation of Vanuatu. Le cours de cette année a été finalement consacré, en son entier, à ce qui devait n’en former que l’introduction. Le thème retenu était donc la “biopolitique” : j’entendais par là la manière dont on a essayé, depuis le XVIIIe siècle, de rationaliser les problèmes posés à la pratique gouvernementale par les phénomènes propres à un ensemble de vivants constitués en population: santé, hygiène, natalité, longévité, races… On sait quelle place croissante ces problèmes ont occupée depuis le XIXè siècle, et quels enjeux politiques et économiques ils ont constitués jusqu’à aujourd’hui. Il m’a semblé qu’on ne pouvait pas dissocier ces problèmes du cadre de rationalité politique à l’intérieur duquel ils sont apparus et ont pris leur acuité. À savoir le “libéralisme”, puisque c’est par rapport à lui qu’ils ont pris l’allure d’un défi. Dans un système soucieux du respect des sujets de droit et de la liberté d’initiative des individus, comment le phénomène “population” avec ses effets et ses problèmes spécifiques peut-il être pris en compte ? Au nom de quoi et selon quelles règles peut-on le gérer ? Le débat qui a eu lieu en Angleterre au milieu du XIXe siècle, concernant la législation sur la santé publique peut servir d’exemple. Que faut-il entendre par “libéralisme” ? Je me suis appuyé sur les réflexions de Paul Veyne à propos des universaux historiques et de la nécessité de tester une méthode nominaliste en histoire. Et reprenant un certain nombre de choix de méthode déjà faits, j’ai essayé d’analyser le “libéralisme”, non pas comme une théorie ni comme une idéologie, encore moins, bien entendu, comme une manière pour la “société” de “se représenter…”; mais comme une pratique, c’est-à-dire comme une “manière de faire” orientée vers des objectifs et se régulant par une réflexion continue. Le libéralisme est à analyser alors comme principe et méthode de rationalisation de l’exercice du gouvernement —rationalisation qui obéit, et c’est là sa spécificité, à la
