Il programma regionale europeo di assistenza tecnica ai paesi dell’America Latina EL PAcCTO (Europa Latinoamérica Programa de Asistencia contra el Crimen Trasnacional Organizado), istituito dal Vertice dei Capi di Stato e di Governo UE-CELAC del 2015, ha avviato le sue attività il 15 giugno 2017. L’IILA su proposta del governo italiano), coordina uno dei tre pilastri, quello relativo alla cooperazione nel settore penitenziario, previsto dal Programma unitamente al settore giudiziario (gestito dalla francese Expertise France), e di polizia (gestito dalla spagnola FIIAPP). Le attività svolte dal programma EL PAcCTO riguardano e riguarderanno nei prossimi anni circa 14 paesi mediante il rafforzamento istituzionale, corsi di formazione, assistenze tecniche, pubblicazioni e seminari. L’implementazione di queste attività, per il pilastro di competenza, è a carico dell’Unità tecnica istituita all’IILA. Oltre alle attività in ambito penitenziario l’IILA partecipa ad iniziative che riguardano le attività trasversali di EL PAcCTO che sono: le politiche di genere, il riciclaggio del denaro, la corruzione e il cybercrime.
