Als die Nationalsozialisten im Januar 1933 die Macht übernahmen, konnte das Rheinland nicht als Kernland der NS-Bewegung gelten. Während die NSDAP bei den Wahlen vom 5.3.1933 reichsweit 43,9 Prozent erzielte, lag ihr Stimmenanteil in den rheinischen Wahlkreisen meist etwa zehn Prozent darunter. Ein Grund hierfür war die Stärke des politischen Katholizismus: Die katholische Zentrumspartei konnte in der Rheinprovinz 1933 fast dreimal so viele Stimmen wie im Reichsdurchschnitt erringen und gewann noch zwei Monate nach der Machtübernahme in Bonn, Aachen oder Trier mehr Wähler als die NSDAP. Auch die Linksparteien erhielten zu diesem Zeitpunkt in den rheinischen Großstädten noch starke Unterstützung, vor allem die KPD, die zwischen Köln, Duisburg und Wuppertal zwischen 18 und 20 Prozent der Stimmen bekam.
