100%مجلس شورای اسلامی از نخستين دوره، برای كارشناسی طرحها و لوايح، از مشورت موردی كارشناسان استفاده ميكرد. در عين حال، اساس كار برفهم شخصی و توان علمی خود نمايندگان متكی بود؛ لكن از اواخر سال 1371 به دستور هيأت رئيسه محترم مجلس، نهادی مستقل، دائمی و سازمان يافته به نام «مركز پژوهشهای مجلس شورای اسلامی» برای ارائه خدمات مستمر كارشناسی و مطالعاتی در كنار مجلس قرار گرفت. مراحل قانونی تأسيس اين مركز در پاييز سال 1374 به انجام رسيد.
