Watch Tower Pro is a fully offline map of where public surveillance cameras are — government CCTV, police automated license-plate readers (ALPRs), traffic cameras, red-light cameras, and speed cameras. The entire worldwide database, 648,228 documented cameras, is built right into the app, so it works anywhere, with or without a signal. Built by BlackFox Media LLC, the makers of CellGuard.
▌ 648,228 CAMERAS, WORLDWIDE, OFFLINE
The complete dataset ships inside the app — no account, no sign-in, no server lookups. Open Watch Tower Pro on a plane, in a dead zone, or in another country and the map is already populated around you.
• CCTV — 279,969 fixed public-space cameras
• ALPR — 150,157 license-plate readers, including the Flock and Motorola networks mapped by the DeFlock community
• Dome / PTZ — 88,624 steerable cameras
• Speed enforcement — 77,143
• Traffic monitoring — 9,267
• Red-light enforcement — 1,523
• Other documented surveillance — 41,545
▌ FULLY OFFLINE BY DESIGN
Most apps phone a server every time you move. Watch Tower Pro doesn't — it carries its whole camera database on your device. No camera query ever leaves your phone, so the map works in airplane mode, underground, or abroad.
▌ WHAT YOU GET
• A map of documented cameras, color-coded by category, with a legend
• Search any city, address, or landmark
• A Nearby list of the closest cameras within 8 km, sorted by distance
• Tap any camera for its type, operator, coordinates, directions, and a link to the original public record
• Optional proximity alerts, using Android's on-device geofencing
• Report a camera we're missing, or flag one that's wrong, from the map
▌ KNOWN LOCATIONS, NOT LIVE VIDEO
Watch Tower Pro shows you where cameras ARE. It does not stream, rebroadcast, or display footage from any camera, and gives you no access to any camera's feed. Every marker is a location documented in a public database.
▌ PRIVACY
• On-device by design — no accounts, no sign-in, no cloud sync
• Your location never leaves your phone. Because the camera data is already on your device, Watch Tower Pro never sends your area to a server to look cameras up
• No ads, no trackers, no analytics, no advertising identifiers
• Place search sends only the text you type to Android's geocoder — never your location
▌ WHAT IT DOES NOT SHOW
• Private or residential cameras (Ring, Blink, Nest) — not publicly documented, and aggregating them would be unethical
• Body cameras, mobile or covert units, drones — any non-fixed surveillance
• Cellular surveillance and IMSI catchers — that's what our sister app CellGuard is for
▌ DATA & ATTRIBUTION
• OpenStreetMap — © OpenStreetMap contributors, ODbL (498,203 cameras)
• DeFlock community ALPR layer, mapped through OpenStreetMap (150,025)
Coverage varies enormously by region — strongest where an active mapping community has documented cameras, thin everywhere else.
▌ LIMITATIONS — PLEASE READ
Camera data is community-sourced and inherently incomplete. Markers may be inaccurate, outdated, misclassified, or missing entirely, and the built-in database is a snapshot refreshed with app updates. The absence of a marker is NOT evidence that no camera is present. Watch Tower Pro is an awareness tool — not a counter-surveillance product, not a navigation aid, not legal advice, and not a guarantee against observation of any kind.
▌ NOT AFFILIATED
