当施設はかつて本能寺があったとされる場所にあり、その後建てられた本能小学校の統廃合に伴い、2005（平成17）年9月に福祉施設（当施設）・教育施設（京都市立堀川高等学校）・地元施設（自治会館等）からなる複合施設として誕生しています。 施設東側の小川通から西側の油小路通へは施設の敷地内を通り抜ける（本能の辻子）ことができ、地域の方々も散歩などに利用されています。 また、開設当時から施設職員がまちづくりに積極的に関わることで、特養のご入居者は元本能寺南町のいち住民として、町内会活動にも参加し施設に入っても地域での普通の暮らしができるよう、ＩＣＦでいうところの「活動」と「参加」に取り組んでいます。 加えて、ここは八坂神社の氏子地域ということもあり、「お千度」や「祇園祭」などにも毎年ご入居者が参加されています。 更に、町内の地蔵盆も毎年施設内で行い、町内の方々とご入居者様が一緒になって「数珠回し」をされている姿は誰が地域の方で誰がご入居者か分からないほどです。 また、高校の校舎が敷地内にある大変珍しい環境・利点を活かし，高校との連携も深めています。 近年は新たに掲げた6つの運営方針、「尊厳の保証」「利用者本位」「自立支援」「暮らしの継続」「まちづくりへの貢献」「誇りの持てる職場・仕事」の具体的な実践に力を入れています。
