世界人権宣言とは、「あらゆる人が誰にも侵されることのない人間としての権利を生まれながらに持っている」と表明したものです。その権利を、誰でも、どこでも、いつでも享受できるために、すべての国、すべての人が守らなければならない、最低限の共通基準として、1948年に定められました。いわば、国境を超えた、人類の普遍的な価値を示したものなのです。第二次世界大戦の惨劇を二度と繰り返さないという反省からつくられた国連で、各国の代表者は、人権を軽視することが戦争につながり、戦争でさらに人権が侵害されるという悪循環に陥っていたことを認めました。そして、世界の平和を実現するためには世界各国が協力して人権を守る努力をしなければならないと、決意します。そこから生まれたのが、世界人権宣言です。このウェブサイトでは、世界人権宣言を谷川俊太郎さんのわかりやすい日本語と、イラストで解説しています。この70年、国際社会は、世界人権宣言でうたわれている自由と権利が守られるために、国家が負う義務に関して合意を積み上げてきました。法的拘束力のある国際条約を制定し、各国がこうした条約をきちんと実施しているかどうかモニターする機関もつくられました。国際的な人権条約は、包括的なものから女性、子ども、障がい者、難民、移住労働者、その他の脆弱な立場にある人びとのための特定の基準を定めたものまで、約30あります。主な国際条約の名称、採択年月日、締約国数、日本の締結状況などが一目でわかるように、一覧表にして掲載しています。
