The rationale was that a standardized elevator fire service key would reduce emergency response time. Although the 2012 edition of the NFPA-1 Fire Code conflicts with this standard, it is still extremely common and still required in many jurisdictions that have not adopted the 2012 NFPA-1 requirements.
