國際特赦組織跟台灣早就有關係？ 早在白色恐怖時期，國際特赦組織就已呼籲國際社會關注台灣的人權狀況，並針對台灣一百多個不同背景的良心犯蒐集資料展開調查。至於台灣分會的組成，則要等到1987年解嚴，在政治環境許可之後，經總部與國外會員多次訪台，才於1989 年底於台北、台南及高雄三地正式成立小組。1994 年5月，「國際特赦組織台灣分會」正式立案登記。
