THE PERMITTING PROCESS How do I initiate a permit application? How was the current permitting program established?  How complex is the permitting process? On what criteria are permit applications judged? How long does the application process take? If the recovery of artifacts is permitted, who owns them and what are the responsibilities of a permit holder?
