[Purpose/Significance] Government Weibo serves as a significant medium for the public to access official information regarding public health emergencies. Exploring the influencing factors of public engagement in government Weibo can provide decision support for governments to formulate effective information dissemination strategies. [Method/Process] Based on the elaboration likelihood model (ELM), this study constructed a model of influencing factors for public engagement in government Weibo. The model used discourse framing as the central path, social media strategies, media richness, linguistic features, and structural characteristics as peripheral paths, and emotional value and social media capital as moderating variables. Through negative binomial regression analysis of 21 111 posts from 33 government Weibo accounts, the model hypotheses were tested. [Result/Conclusion] Different discourse frameworks have different effects on the depth of public engagement in government Weibo. The use of network strategy in social media strategy significantly enhances public engagement depth and breadth, while pull strategy have a negative impact on its breadth. Media richness positively affects public engagement depth but negatively affects its breadth. Linguistic features positively affect both public engagement depth and breadth. Among structural characteristics, post length negatively affects both public engagement depth and breadth, while the duration of post existence positively affects both. Emotional valence and social media capital moderates the relationship between independent variables and public engagement in government information disclosure.
